The Party Wall Act applies throughout England and Wales, including Watford. The correct starting point is the design: what is being done to an existing shared structure, where a new wall will sit, and how deep new excavation will extend relative to neighbouring foundations.
Work that may require notice
The Party Wall etc. Act 1996 covers certain alterations to a party wall or party structure, construction of a wall at or astride the line of junction, and qualifying excavation within three or six metres of neighbouring buildings.
Typical enquiries include rear extensions, loft steelwork, chimney-breast removal, garage replacement, underpinning and deeper foundations near a boundary. A rear extension is not automatically notifiable: the wall position and excavation tests must be checked.
Timescales and valid service
Party-structure notices normally require two months. New boundary walls and qualifying excavation normally require one month. For section 2 and section 6 notices, the absence of written consent after 14 days generally creates a deemed dispute. Section 1 has a different effect and should not be treated identically.
Notices must identify the owners, describe the work and be served correctly. Planning approval and Building Regulations are separate. A notice served too late can disrupt the programme, while one served without adequate information may be challenged.

If your neighbour serves a notice
Consider the notice together with plans, foundation details, methods and protection. You may consent in writing, request clarification or appoint a surveyor where a dispute has arisen. Consent should follow an informed review, not pressure from a construction deadline.
A condition record can protect both owners by showing the accessible condition before work. An Award can address the timing and method of notifiable operations, temporary protection, access, inspections and the mechanism for relevant damage.
Watford homes and ownership
Terraced streets in West and North Watford often involve shared walls and compact plots. Nascot Wood and Cassiobury include larger period and inter-war homes where side extensions and deeper foundations can bring boundary and excavation provisions into focus. Flats and conversions may introduce freeholder and long-leaseholder interests.

The building owner normally pays reasonable costs created by the statutory process. Fees depend on the project, number of adjoining owners, available information, inspection access and whether an Award is required.
